Then translate those needs into specifications.
This also gives procurement something more useful than a brand preference: a requirement suppliers can answer with comparable alternatives. A spec sheet is not a job description, and treating it like one is how organisations end up buying impressive machines that are oddly unsuited to the people using them.

Set a business baseline that will still make sense later
Windows 10 support ended on 14 October 2025, so a new Windows fleet should now be planned around a currently supported Windows 11 release unless a documented exception applies. Microsoft’s formal Windows 11 minimums include only 4 GB of RAM and 64 GB of storage. Those figures are compatibility floors, not a sensible target for a new multi-year business purchase.
For mainstream office roles, SpecStack’s practical starting point would be 16 GB of RAM and a 512 GB solid-state drive, with more memory or storage where the workload proves it needs it. That is a SpecStack recommendation, not a Microsoft requirement. The purpose is to leave room for modern browsers, collaboration tools, security software, line-of-business applications and normal growth in workload without turning the device into an expensive waiting room.
Also specify the things that rarely appear in a headline comparison: Windows 11 Pro where business management features are required, USB-C charging and display support where docking matters, suitable webcam and microphone quality for hybrid work, the required Wi-Fi capability, keyboard layout, screen size, weight, charger type, warranty expectation and any need for accidental-damage or on-site support.
Microsoft currently services multiple Windows 11 releases on different timelines, which is another reason to confirm the operating-system version and support position at deployment rather than writing only “Windows 11” into a procurement document.

Gartner forecast that AI PCs would represent about 55% of worldwide PC shipments in 2026, while Microsoft’s Copilot+ PC hardware class requires a compatible processor with an NPU capable of at least 40 TOPS, at least 16 GB of memory and at least 256 GB of storage.
That still does not mean every user needs a Copilot+ PC. A neural processing unit, or NPU, becomes useful when a specific application or Windows feature can use it for on-device AI processing, and its value may increase over a three- to five-year refresh cycle. But the presence of an NPU does not automatically make ordinary email, accounting, browser or spreadsheet work faster.
The buyer question is therefore not “Does this laptop have AI?” It is: Which part of this user’s workflow benefits from the NPU, and do we expect that benefit to matter during the device’s useful life?
If nobody can answer that clearly, treat AI capability as future optionality rather than the reason to approve a premium.
Microsoft already limits some Windows experiences to Copilot+ hardware, including features that depend on its higher-performance NPU architecture, so AI hardware is becoming a genuine platform distinction rather than merely a sticker on the palm rest. The commercial question is whether that distinction matters to your users yet.
For teams already using or piloting AI-assisted transcription, translation, creative tools, local inference or Windows capabilities that explicitly require Copilot+ hardware, the calculation changes. In those cases, specify the required capability and test the actual application on the proposed hardware rather than buying on the badge alone.

The right edition and management approach should therefore be part of the requirement, not an afterthought discovered during setup.
Before standardising a model, test the applications, VPN client, endpoint-security tools, printers, scanners, docks, specialist USB hardware and any other equipment that the role depends on. This is particularly important when changing processor architecture, operating-system edition or docking standard.
For larger fleets, consistency has operational value. Fewer device families can mean simpler deployment, fewer chargers and docks, easier spares planning and a more predictable support experience. But consistency should stop where the work meaningfully changes.
The goal is controlled variety: enough standardisation to manage the fleet, enough differentiation to avoid making every user pay for the most demanding role.

Battery life and power continuity should be considered against the actual operating environment. If a role must continue working through an interruption, ask how long the user needs to remain productive and whether that requirement is best solved through the laptop, an additional charger, suitable battery solution, UPS or broader site power protection.
Do not turn every laptop into a miniature power project. Simply connect the device decision to the environment it will live in.
Commercial timing deserves attention too. Gartner has forecast significant memory and solid-state-storage cost pressure during 2026, while IDC reported that PC purchasing was already being influenced by expected price increases and constrained availability.
That is not a reason to panic-buy a storeroom full of laptops. It is a reason to request quotation validity periods, availability assumptions and acceptable equivalents, particularly when a rollout is phased across several months or locations.

A lighter machine that comfortably supports the working day may deliver more value than a faster processor the user rarely stresses.
Power-user profile — For large spreadsheets, development, engineering, design, data work, virtual machines or specialist software, consider 32 GB or more memory where justified, larger storage, higher sustained processor performance and a discrete GPU where the application benefits from one. Confirm the software vendor’s requirements before specifying the hardware.
AI-targeted profile — Use Copilot+ class hardware or another clearly specified NPU capability where a current or planned workflow benefits from local AI acceleration. Record the application, feature and expected benefit in the requirement so that any premium remains auditable.
The profiles should be reviewed periodically. A role may move up or down as software changes, and a component that looks premium today can become the ordinary baseline surprisingly quickly.

Second, software vendors will continue deciding which AI workloads belong in the cloud and which can move onto the device. Microsoft is already shipping on-device AI components and Copilot+ features that use dedicated NPU hardware, but the benefit will continue to vary by application and user role.
Third, component-cost pressure may keep apparently simple choices such as 16 GB versus 32 GB of memory commercially significant. That makes role-based specification more useful, not less: spend where the workload requires it instead of applying the most expensive configuration to everyone.
The practical response is not to predict the perfect laptop. It is to make the requirement adaptable. Specify minimum outcomes, acceptable alternatives, required compatibility, support expectations and the role profiles that matter.
Where AI is relevant, describe the use case. Where it is not, do not let three fashionable letters outrank battery life, warranty, manageability or the applications people use every day.
